To help countries to improve asset-backed pension systems and build people’s trust that their best interest is considered, the present edition of the OECD Pensions Outlook provides a series of recommendations on how to introduce, develop and strengthen asset-backed pension arrangements, the role that employers can play in the development of these arrangements, how fees can be charged to protect retirement assets and align them with the cost of the services provided, how to ensure the appropriateness of mortality assumptions, and the design and introduction of non-guaranteed lifetime retirement income arrangements.

El sistema público de pensiones es un pilar básico del Estado de bienestar en Europa. Son viables y sostenibles siempre que se adapten a los continuos cambios económicos, sociales y demográficos que experimentan las sociedades. El reto es encontrar el equilibrio apropiado ante cambios continuos del sistema.

Pension plans are facing challenges not seen in the global economy in decades as they feel the effects of the pandemic, global conflicts, supply chain disruptions and a reversal of the trend toward globalization. These developments have brought higher levels of inflation, rising interest rates and greater uncertainty in economic conditions, while life expectancies continue to rise and populations age. All these pressures are occurring at a time when individuals are taking on more responsibility as the prevalence of defined contribution (DC) arrangements continue to increase around the world.

Strong equity returns in 2021 slowed down by inflation, which is here to stay How much did pension savers earn on average? In this report, we aim to provide pension comparisons on every front possible. The aggregate summary return tables compare the annual average rates of returns between occupational/collective (Pillar II) pension schemes and between voluntary/individual ones (Pillar III) on 5 periods: 1, 3, 7, 10 years. These standardised periods eliminate inception and market timing biases, allowing to “purely” compare performances between different pension schemes. For information purposes, we also show the average return since data is available (last column).

One of the most important financial decisions that pension participants make concerns how they access their pension assets when they terminate employment with their plan sponsor. Their choices depend both on own preferences and the options offered by their retirement plan. This paper examines both past and future pension withdrawal choices for those with defined benefit (DB) and defined contribution (DC) pensions, separately. Our data are drawn from a set of pension distribution questions we fielded in the Understanding American Study. Results show significant differences in distribution choices based on the type of retirement plan, with individuals covered by DB plans significantly more likely to select annuities compared to similar employees covered by DC plans. We also find differences in how higher annual income affects annuity choices based on coverage by DB plans. Individuals with lower levels of financial literacy and lower annual income have less knowledge of basic pension characteristics.
